    Emergent digital services in public libraries : a domain study

    Purpose: This paper explores the emergence of digital services in the public library domain via an extensive study of the websites of all Scottish public library services Design/methodology/approach: In a 4 month period all 32 of Scotland’s public library authority websites were visited by a researcher. The goal of the researcher was to record the options available from the library homepages in the following way: •Role of library in providing page content: content provider or access provider? •Was the page providing a digital service? •What was the audience for the page? Adult, child, or not specified? •Description of page content •Any noted usability issues Each site was only visited to three levels below that of the initial homepage. Findings: The study found a good standard of innovation in digital services around LMS functions, offering users the ability to keep in control of their borrowing and reserving. In addition there was a consistent set of electronic reference resources subscribed to by multiple libraries, offering high quality information both within the library and for library members from their home or workplace. Problems were found with regards to guidance on the usage of these resources, as well as confusion and inconsistency in terminology usage across different library services. Research limitations/implications: The paper examines only Scottish public library sites, thus can only claim to be representative of that country. It also can only represent the sites at the time they were examined. Practical implications: The paper should be of interest to public and other librarians interested in patterns across web sites in their sector. Originality/value: This is the first national study of Scottish public library websites and its findings should be of value as a result

    The emergence and impact of neoliberal ideology on UK public library policy, 1997-2010

    Over the last thirty years, the globalisation of neoliberal ideology has been pervasive and all encompassing. The chapter uses a mixed methods approach by combining content and discourse analysis to examine how neoliberal discourses have impacted on public librarianship. Since New Labour’s election in 1997 public service restructuring in the United Kingdom has taken on a more oblique managerialist and consumerist approach. The impact of managerialism in the public library service has focused mainly on modernising and improving services to the individual user, and is based on scenarios where public libraries have to model themselves on the private sector, and where managers have been empowered over professionals. The wider shift away from collectivist service provision to more personalised and individualised forms of consumption are also explored, which is epitomised by the rise of the citizen consumer. The growing concern with the transformation of professional library language and the adoption of neoliberal doctrine is examined. Moreover, the rhetorical use of language and strategies to justify change and transformation are examined and also how at times there has been an “unquestioning” acceptance of neoliberalism by some public librarians (McMenemy, 2009b; Buschman, 2005)

    Censorship challenges to books in Scottish public libraries

    Censorship challenges to books in UK public libraries have received renewed attention recently. This study sought to establish the incidence of censorship challenges to books in Scottish public libraries in the years 2005-2009 and the actions taken in response to these challenges. It was found that eight local authorities in Scotland had received formal censorship challenges to books, with a total of 15 challenges throughout the country. The most common action taken in response to these challenges was for the book to be kept in stock in its original position with the rationale for this explained to the complainer, with the second most common action being taken to move the title to another section of the library. Two books were removed from the library in response to a censorship challenge. The largest numbers of challenges were made against books on the basis of sexual material

    Do librarians have a shared set of values? A comparative study of 36 codes of ethics based on Gorman's Enduring Values

    Thirty-six ethical codes from national professional associations were studied, the aim to test whether librarians have global shared values or if political and cultural contexts have significantly influenced the codes' content. Gorman's eight core values of stewardship, service, intellectual freedom, rationalism, literacy and learning, equity of access to recorded knowledge and information, privacy and democracy were used as a benchmark. A quantitative analysis was carried out of which values each code contained. The codes were further qualitatively analysed, to examine how each value was expressed. It was found that on average codes featured five of Gorman's eight values. The most popular values were: service, privacy, equity of access, stewardship and intellectual freedom. The least popular value was rationalism, across all codes. Some codes omitted certain values because of their specific focus, such as the Native American code. Codes varied in how values were expressed, for example some codes limited principles by law, while some did not. Expression of stewardship and democracy was found to be stronger in countries which have recently experienced conflict or colonialism. The relationship between the profession and the state was another area of variation. Countries in the Asia-Pacific put more emphasis on the power of the State

    This paper highlights some of the tensions faced in public libraries in the United Kingdom between the desires to support patrons’ rights to privacy and freedom of expressions, versus the reality of modern practice. Considering both privacy and freedom of expression as ethical concepts, it then discusses some examples from the UK where the tensions between privacy and freedom of expression manifest in practice, including around filtering and government initiatives to tackle extremism, as well as issues around cloud storage of user data. It concludes with a discussion on how public libraries and the profession in the UK must struggle to balance the competing interests of patrons and the state, and encourages the profession to address the tensions head on by regular and rigorous debate as to the issues

    This white paper discusses the topic of digital ethics and considers the topic within the background of theories on ethics and how they apply within the digital realm. It explores the issues of internet governance, net neutrality, freedom of expression, and privacy and considers how they impact on the work of the information profession and wider society. Issues around internet governance challenge us from the point of view of net neutrality and the tensions between the original ethos of the Internet pioneers and the enhanced role of governemnts and corporations in Interent governance. The concept of “code” as law, introduced by Lawrence Lessig, is explored in terms of how it challenges ethical behaviour. Freedom of expression is a constant challenge as we are presented with calls to limit acess to certain information types, and are increasingly charged with considering filtering systems to do so. The increasing emergence of online trolls also challenges freedom of expression rights. Privacy is under challenge via both government and corporate interests in our activities and our data. Overall the need to be aware of fundamental rights versus how those rights may impact on wider society is the primary concern around digital ethics

    The background to this paper is the introduction of public access IT facilities in public libraries. These facilities have seen recorded instances of misuse alongside weaknesses in checking identities of users and in explaining Acceptable Use Policies (AUPs) to users. The FRILLS (Forensic Readiness of Local Libraries in Scotland) project, funded by the Scottish Library and Information Council, attempted to survey the situation in Scottish public libraries and develop a forensic readiness logging regime for use in them.     'To be understood as to understand': A readability analysis of public library acceptable use policies

    Acceptable Use Policies (AUPs) are documents stating the limitations users must agree to when first accessing information and communications technologies (ICTs) in organisations, such as employers, educational institutions and public libraries. AUPs lay out the parameters of acceptable use expected of someone accessing the ICT services provided, and should state in clear and understandable terms what behaviours will attract sanctions, both legal and in terms of restricting future access. Utilising a range of standard readability tests used to measure how understandable documents are, the paper investigates how readable the AUPs presented to public library patrons in the UK are in practice. Of the 206 AUPs in use across the local government departments who manage public library services 200 were obtained and subjected to a range of readability testing procedures. Four readability tests were used for analysis: the Flesch Reading Ease, the Coleman-Liau Index, the Gunning Fog Index and the SMOG Grade. Results for all four readability tests administered on all AUPs raise significant questions. For the Flesch Reading Ease score only 5.5% of AUPs scored at the standard readability level or higher (60+), and 8% scored at a very high level of difficulty akin to a piece of scientific writing. Similarly, for SMOG, only 7.5% of the 200 AUPs scored at the recommended level of 10. Likewise, very few AUPs scored at levels recommended for a general audience with either the Gunning Fog Index (11.5%) or the Coleman-Liau Index (2%). With such variability in readability, the fitness for purpose of the average AUP as a contract patrons must agree to can be called into question. This paper presents the first ever analysis of the readability of library AUPs in the literature. Recommendations are made as to how public library services may improve this aspect of practice

    A Scottish freedom of information regime for a denationalised environment : rhetorical or authentically practical?

    This paper provides an evaluation of the Scottish freedom of information regime in the modern denationalised environment. The authors conducted a pragmatic investigation by means of a real-world compliance inquiry which involved, among other things, the electronic submission of standardised requests for information to those local authority arm’s-length external organisations which find themselves now subject to the provisions of the Freedom of Information (Scotland) Act 2002. A compliance matrix, with several response measures, recorded the progression and outcome of the requests sent to each named ‘public authority’. The article is also furnished with a contextual overview of the interaction between the home nation FOI regimes and private enterprise with a nod to contemporaneous events. In turn, the paper reveals several quagmires for the operational practicality of FOI in the privatised arena: a pronounced reminder of the difficulties associated with maintaining a functioning and practical FOI regime in light of a myriad of public service delivery models in the denationalised epoch
